About the author: Dr. Eamon O’Shea is statutory lecturer in Economics at the National University of Ireland, Galway. He received a BA and MA from University College Dublin. He received a MSc from the University of York, specializing in health economics, and a PhD from the University of Leicester. Dr. O’Shea’s research interests include health economics, the economics of ageing, health policy and the economics of the welfare state. He is the principal investigator in the Health Research Board Unit on Health Status and Health Gain located at the National University of Ireland, Galway.

This book provides a framework for policy formulation and implementation based on a person-centered social model of care provision. It establishes six basic principles for the planning and provision of services based on theories of justice that emphasize the importance of autonomy, self-respect and integrity. The model of planning set out in the book for Ireland can be replicated in other countries.
