About Joe L. P. Lugalla, PhD is an associate professor at the University of New Hampshire. He was formerly the chair of the Department of Sociology at the University of Dar-Es-Salaam. His published work has focused on third world urbanization, poverty, health, HIV/AIDS, globalization, structural adjustment policies, and politics of development of sub-Saharan Africa.
