About the author: Vladimir Belenkiy is Doctor of Economics, Professor, and Director of the Research Institute of land Relations and Land Planning in Moscow. He is the author of more than 230 books and articles concerning social and economic problems of rural areas, land reform and land policy. His most recent publications are Change in Land Relations: The Russian Land Market (with Stephen K. Wegren) and Rural Reform in Post-Soviet Russia (with Stephen K. Wegren and David J. O’Brien).
